Alex Otti’s Govt Introduces Digital System to Monitor Students’ Learning Progress

The Abia State Government has launched the Education Management and Information System (EMIS) and the Abia State Learning Identity Number (ABSLIN) initiatives to strengthen data management and improve learner tracking across the state.
The Commissioner for Basic and Secondary Education, Goodluck Ubochi, disclosed this on Monday while briefing journalists on the outcome of the State Executive Council meeting in Umuahia.
Mr Ubochi said the initiative would allow the government to track each learner’s academic progress from entry through the completion of basic education.
Also speaking, the Commissioner for Information, Okey Kanu, explained that EMIS was designed to centralise and digitally integrate education data from both public and private schools.
Mr Kanu noted that the platform would store education data at the basic and secondary levels in a single database to support planning, measurable outcomes, and evidence-based policy decisions.
He added that all public and private schools across the 17 local government areas had been issued secure login credentials to access the platform.
According to him, EMIS also supports the issuance of ABSLIN, a unique identification number assigned to every pupil in Abia State.
Mr Kanu further revealed that 36,415 applications were received in the second phase of the teacher recruitment exercise, with 24,023 candidates shortlisted for the computer-based test.
He said the CBT date would be announced later, noting that 5,394 teachers had already been employed, while 4,000 more would be recruited in the second batch.
Mr Kanu also announced that the Mass Literacy, Adult and Non-Formal Education Programme for the 2025–2026 academic session had resumed across all 17 local government areas.
He added that an awareness campaign was ongoing to boost enrolment, especially among school dropouts, traders, and artisans.
On sports, Mr Kanu stated that Abia emerged overall best at the recently concluded National Basic Education School Sports Games, winning eight gold medals in athletics.
He said the trophies were presented to Governor Alex Otti during the Executive Council meeting, adding that the governor had promised to host the victorious team.
Kanu further noted that Abia had ranked first in the National Examinations Council (NECO) examinations for three consecutive years, describing the achievement as proof that the administration’s education reforms were producing measurable results.
