A coalition of 36 civil society organizations has condemned the intentional disruption of internet services across Nigeria amid the ongoing nationwide #EndBadGovernance protests.
The groups accused the government of throttling internet speeds to hinder the dissemination of information during the demonstrations.
In an open letter addressed to key government agencies including the Office of the National Security Adviser (ONSA), the Nigerian Communications Commission (NCC), and the Association of Licensed Telecommunications Operators of Nigeria (ALTON), the organizations denounced the disruptions as a violation of human rights and established norms.
The letter, signed by various advocacy and rights groups, asserts that the internet disruptions constitute a breach of Nigeria’s constitutional guarantees of freedom of expression, assembly, and association.
The groups cited investigations and reports indicating deliberate throttling of internet speeds intended to impede the flow of information.
“The weaponisation of internet disruptions during political unrest only exacerbates citizens’ concerns. These actions contravene Nigeria’s Constitution and international human rights agreements,” the letter stated.
The protests, which began on August 1, 2024, are directed against President Bola Tinubu’s handling of the economy.
Protesters have expressed frustration over economic hardships exacerbated by recent policy changes, including the removal of fuel subsidies and currency devaluation.
The groups argue that such disruptions could heighten tensions and undermine trust, potentially leading to further unrest.
The signatories also referenced a 2021 ECOWAS Court ruling that deemed Nigeria’s seven-month Twitter ban unlawful.
The organizations call on the government to cease further disruptions and ensure unrestricted access to digital platforms.
They urge the relevant agencies to uphold citizens’ rights and comply with international principles on freedom of expression and access to information.
The coalition includes Accountability Lab Nigeria, Africa Cybersecurity Alliance, Africa Media and Information Technology, among others.
