NCTC Rebukes Amnesty International’s Fatality Claims, Invites Dialogue

The National Counter Terrorism Centre under the Office of the National Security Adviser (NCTC–ONSA) has officially rejected a recent Amnesty International Nigeria report alleging that over 10,000 Nigerians lost their lives to violence in the past two years. In a letter dated May 28, Maj.-Gen. Adamu Laka, the NCTC’s National Coordinator, deemed the figures “misleading” and urged that the document not be published until its findings are thoroughly reviewed.

Addressing the Director of Amnesty International Nigeria, Maj.-Gen. Laka wrote, “Several of the figures and assertions contained therein were inconsistent with verified data in possession of NCTC–ONSA” and warned that, as drafted, the report “presents an overly alarming narrative which does not reflect the broader realities on the ground.”

He added that the publication could “misinform the public, damage the international image of the Country, and inadvertently encourage terrorists and criminal elements by exaggerating the impact of their atrocities.”

Despite his strong objections, Maj.-Gen. Laka extended an olive branch to Amnesty International Nigeria, proposing a consultative session to “dissect the report in order to avoid misleading the public.” He emphasized that such a forum would allow both organizations to “review the contents of the report, reconcile discrepancies, and discuss ongoing security efforts as well as challenges faced in the protection of lives and property across the Country.”

“While we recognise and value the role of Civil Society Organizations in documenting human rights concerns,” the letter continued, “such efforts must be pursued with accuracy, objectivity, and a careful understanding of the prevailing national security context.” Maj.-Gen. Laka concluded by reiterating his plea: “Therefore, we strongly advise that the said report be withheld from publication, pending a thorough engagement to address the evident gaps and potential misinformation contained therein.”

No date has yet been set for the proposed meeting, but both parties have indicated a willingness to engage in the coming days.
