Concerned residents petition new IGP, DSS, accuse govt officials of forgery
A group identified as Concerned Citizens of AMAC (CCA) has petitioned security agencies over an alleged unauthorised Memorandum of Understanding (MoU) purportedly executed on behalf of the Abuja Municipal Area Council (AMAC) and the federal capital territory (FCT) minister.
In a petition dated February 26, 2026, and addressed to the Inspector-General of Police and the Director-General of the Department of State Services (DSS), the group called for an investigation into what it described as forgery, contempt of court and frustration of revenue mandates.
The petition also copied the chairman of the economic and financial crimes commission (EFCC), the president of the Nigeria Union of Journalists (NUJ), and the FCT minister.
The group alleged that the MoU was drafted and executed without statutory approval from the relevant authorities and was intended to bypass existing legal frameworks governing revenue collection in the FCT.
Among those named in the petition are Dr Fatima Helen Amanabo, Sunday K. Azaki, Esther Gullong and Ebere Nwaokocha, who were accused of direct involvement in the alleged scheme.
The petitioners claimed the MoU suggested an agreement between AMAC and the FCT ministry and was designed to mislead members of the public and corporate entities into making payments outside approved treasury single account (TSA) channels.
They further alleged that subsisting court orders restraining certain departments from interfering with specific revenue streams were disregarded through the execution of the document.
The group also accused the alleged perpetrators of disseminating misinformation through media platforms and called on the NUJ to investigate any media practitioners involved.
The petitioners demanded the arrest and prosecution of the accused persons, the nullification of the purported MoU, and the suspension of any public officers implicated pending the outcome of investigations.
They also urged the authorities to issue a public disclaimer advising residents of AMAC to disregard any payment demands based on the disputed document.
The group said the petition was necessary to “protect the integrity of the Abuja Municipal Area Council and the office of the FCT Minister from individuals who use their positions for personal enrichment at the expense of public service.”
